If he is logged out, push notifications should not be sent anyway. Otherwise it wouldn't be safe; Must be logged in. However, if the browser or app is not open, I cannot receive instant notifications on my phone (chrome); This may most likely be related to my phone; I'm not sure, I haven't tried it on another device yet.
I have the impression that most push notifications are only sent when you are logged in to the forum. If you are not logged in, the majority will not be sent.
If you are logged out, You will not receive Push notifications. It's a security/privacy thing.

Secondly, every browser and OS is gonna handle notifications a little differently. For example, in my cases:

Apple Safari / Desktop- Push notifications are received whether Safari is running or not.

Google Chrome / Desktop - Push notifications are recieved only while the app is running. But when you re-launch the app, you will recieve any notifications that came while the app wasn't running (up to 28 days).
